Special Presentation and Discussion 7:00 –7:40 PM
Conversation with James W. Hunt, City of Boston Chief of Environmental and Energy Services on issues affecting the sustainability of the North End/Waterfront as a residential neighborhood. The mission of the Environmental and Energy Services Cabinet is twofold: to preserve and enhance the resources of our built and natural environment and to promote affordable, efficient, reliable and safe energy systems for Boston residents. Mr. Hunt oversees the Inspectional Services Department and the Environment Department, serves as chair of the Mayor's Energy Management Board, and oversees programs and policies on green buildings, groundwater, park planning, recycling, renewable energy, and certain transportation issues.

7:50 PM – 8:10 PM  9 Noyes Place, Robert Griffin has filed for zoning variance to expand first floor unit living space into the basement.
8:10 PM – 8:30 PM  66 Cross Street, Nick Varano's Famous Deli, Nicola Varano has filed an application with the Licensing Board for a C.V. 7-Day Malt and Wine License.
8:30 PM – 8:50 PM  396 Hanover Street, Contrada's Coffee Shop, Daniel Delia, new business owner, has filed an application with the Boston Board of Appeal to change the allowed use from “store with take-out” to “restaurant with take-out” and to transfer the condition restricting take-out service “to this petitioner only,” and has also filed an application with the Licensing Board for the City of Boston for C.V. 7-day license for sale of prepared food. New owner proposes to sell take-out breakfast items and lunch items into the early evening.

113-113A Salem Street, Boston Barber Company, Michael DelloRusso, has applied for conditional use approval from the Boston Board of Appeal to add body art (tattoo artist) and tanning booths to the existing barber shop/salon.

5-6 Lathrop Place, 19 North Square and 29 North Square, Paul Revere Memorial Association, Nina Zannieri, Executive Director, has applied for conditional use approval from the Boston Board of Appeal to renovate the 5-6 Lathrop Place building for use as a visitor and education center related to the Paul Revere House and Hichborn House and to renovate the courtyard at these properties. Portions of these properties lie within the Groundwater Conservation Overlay District.

Discussion: ZLC Review Procedure 8:20–8:50 PM
Recommendation to Revise the Procedure for NEWRA Review of Certain Zoning and License Applications. The ZLC Committee will present its recommendation to change the process for NEWRA review of certain zoning and licensing applications for the purpose of simplifying the process for applicants and NEWRA when the applications are determined to be non-controversial and not having significant impact.

57-59 Cooper Street, Michele Holdings LLC has filed an appeal for zoning relief to convert first floor commercial space formerly Tecce’s Restaurant to a residential apartment. Renovate entire building. 55 Cooper Street, Michele Holdings LLC has filed an appeal for zoning relief to expand residential space (first floor and basement) and legalize building use for four residential units. Renovate entire building. 51-53 North Washington Street, Michele Holdings LLC has filed an appeal for zoning relief to convert first floor commercial space formerly Tecce's Restaurant to residential apartments and legalize the building use for eight residential units. Renovate entire building.

Development Plan for One Canal Project (Bulfinch Triangle) 7:50–8:50 PM
Sarah Barnat, Trinity Financial, Inc., will update the neighborhood on the One Canal Project, a new mixed- use building that will include approximately 21,300 square feet of ground-floor retail space and 320 residential apartment units, on the Bulfinch Triangle site bounded by Canal Street, Valenti Way, Beverly Street, North Washington Street and New Chardon Street.

Trinity’s new development proposal no longer includes a supermarket. Public review of the project pursuant to Article 80 of the Zoning Code (BRA Large Project Review) is underway. The deadline for submitting written public comments to the BRA is expected to be December 31, 2011, or soon thereafter.
